Which blue marks? If you mean system, page and section breaks, then select them and delete them and you see what happens.
A blue "+" or "-" indicate, that the corresponding measure doesn't match witch the actual time signature, the measure is longer or shorter. The blue signs won't print, but if it bothers you, deselect it in view->show unprintable.

Or perhaps it is just something that has been selected and is therefore highlighted blue.
We can't see your screen to see what sort of blue marks you are asking about. That assumes you are asking about marks on the screen rather than on paper. The latter may be a printer problem.
