Applying Changes to All Parts in Styles Alters the Paper Layout of All the Parts to That of the Part With the Applied Changes
This links / is related to https://musescore.org/en/node/315847, however the issue here does not involve re-opening the file, it involves applying changes to parts
1) Open a 3.5 score (not sure how relevant version is though) and select a part.
2) Open up style and adjust a parameter (e.g remove the "bold" option under text for the header)
3) Click "Apply to all parts" and then "OK"
Expected - this issue is fixed and paper size stays the same
Actual Result - the issue is fixed (good) and paper size is the same as the part selected when the modification was made
(N.B. Reproducing the issue, I clicked on the Keys 1 / Conductor / Full Score part before making the modifications to style. Here, I removed the bold option for header text and after clicking apply to all parts and "OK", all other parts changed to landscape A3 like the Keys 1 / Conductor / Full Score part)

I tested this and expected/actual results present as you've wrote (you can just click "Apply to All Parts" even without an edit to reproduce.). I'm assuming the page layouts only exist in Page Settings so perhaps applying changes to all parts in the Styles palette is also interfering by applying the same page layout (they seem identical post-apply).

I'm fairly sure that paper size/layout is only tweakable in page settings...?

I briefly skimmed Styles and found nothing that edits page layout so you're correct, yet somehow applying changes to all parts enforces the page layout too.

This may be unrelated, but I just thought I'd mention it anyway -
I'm fairly sure that it has been noted somewhere on the issue tracker that when loading 3.5 files in 3.6 that the formatting in the full score is the same, but in parts it changes to 3.6 defaults.
Because I wanted to try and return my part styles to what it was before in 3.5, I tried to apply the full score style to all parts (with the full score selected), however that button is greyed out. I'm not sure if this is by design or an issue. Either way it's frustrating as the full score contains all the style parameters that I want transferred to the band parts (full score parameters are the same as they were from 3.5)
Just thought I'd put that out there.
The issue with "keep old style" not working for parts is known and reported elsewhere.
Technically, style changes include page formatting even though they are currently in different dialogs. We've kind of gone back and forth over the years as to how we present all this. But for the record, the steps given here produce the same result in 3.5.2 as well.

Interesting, so the "Apply to All Parts" paper change is in 3.5.2 as well......
My question is - is it design-inherent that "Apply to All Parts" also changes the paper size?

I think Page Layout makes sense on its own as the label is clear and we see it elsewhere in page-processing applications, but perhaps we can rename the Styles palette to be more intuitive?
I don't think it's intentional. We have "Apply to all Parts" buttons in both the Style and the Page Settings dialogs, seems "obvious" these should be independent.

Yeah, that would be logical.
Is the fact that the "Apply to All Parts" button doesn't work when applying full score style features to parts intentional?

When the full score is selected, the "apply to all parts" button is greyed out. I can't click it.
Is the fact that you can't click it an intentional design feature?
It is, that button is only active in parts
