Select the title frame. Grab the little square box at the bottom and try to drag it up or down. It won't move. Therefore I can't get 12 staff lines on a page.
Comments
If you turn off automatic sizing (uncheck "Enable Auto-Size" in the inspector) for the frame you will be able to make it smaller or larger.

It used to be easy because you just dragged the frame to resize it.
Now you have to do this weird thing. It's a workaround at least.
