Time Signature Properties Panel unusable because it's height can't be ajusted

select a time signature

right-click it and select properties

A panel pops up but you cant click on the "ok" button because it is just below the screen bottom limit

you try to ajust the height of the panel manually

As long as you press the left side of the mouse the panel migrates quickly downwards and past the bottom limit of the screen, at which point you can't do anything except to close that window and try again.
