Use the palette (f9 toggles it). Articulations and Ornaments palette has it. Select note(s) and double click the staccato mark.
There is also a keyboard shortcut, Ctrl+S.

I doubt it was ever Ctrl+S, that's the shortcut for save. Just a three-year-old typo for me :-)

Staccato used to have a different shortcut though IIRC, got changed due to some conflict (with S for slur?)

Good memory! Yeah, that's ">" on my keyboard, so probably the shortcut was changed when added the hairpin shortcuts.
