Open the attached MS file. This shows two text objects—one in Edwin font, the other in Times NR. Observe that all of the windows ALT code characters appear to translate correctly to Edwin, except the following which are too small (all appear in succession after the "TM" symbol):

  • Single left-pointing angle quotations mark (Alt + 0139).
  • Single right-pointing angle quotations mark (Alt + 0155).
  • Left-pointing double angle quotations mark (Alt + 0171).
  • Right-pointing double angle quotations mark (Alt + 0187).

This is how these symbols are designed in C059 (the URW font that's the basis for Edwin); so we could say this is a feature rather than a bug :)

If we compare it with New Century Schoolbook (of which C059 is a clone), or other clones or near-clones like Academico or TeX Gyre Schola, we can see that these glyphs are of a similar size - admittedly rather smaller than Times New Roman's, which are larger than most fonts I've looked at - in each case.
