Score seems to have 3 voices but I can only find 2
If the third voice xml tag within a measure is the third voice then I am confused as I can't find 3 voices in this score.
This looks like voice 3 in measure 1:

That does look like voice 1, as no voice number is mentioned.
Also voice 3 is not the same as 3rd voice, if there's no voice 2, then voice 3 is the 2nd voice...

No, the «voice» tags don’t carry numbers, they’re counted through; an empty/omitted voice is realised as «voice/» in the XML.

This score only has 2 voices but there are 3 voice sections in the first measure. Voices 1 and 2 are both full: the melody is in voice 1 and the accompaniment is in voice 2. Maybe I can just delete this extra voice and its tags. What does the "location : fractions : 3/4" mean?

Well, actually there is just one excess voice 3 rest. So just delete that rest.
Why would you want to tamper with the mscx directly?

Because I can't find this rest in the GUI.

Huh? Select the measure and you'd see it. Select the rest and delete it.
You'd need to move the voice 1 rest aside first (and back after)
