I am trying to create a run for a harp arpeggio across two staves. I have two of these in one measure, and I need to tie each run from bottom to top note together, then add a hold. While I can do ties on other (simple) measures this is not working for either arpeggio in the measure in question. It doesn't matter if I use the tool bar for a tie, or the + key after selecting the appropriate range - I don't get any ties.

In that image I don't see adjacent notes of the same pitch, so nothing that could get tied.

Perhaps the OP is looking for a slur. In which case select the range of notes to be slurred and use keyboard shortcut S.

And note the difference between ties - join notes of the same pitch, indicating no second articulation, and slurs - join notes of different pitch and indicate legato style or the extent of a phrase
I'm guessing maybe you want to have the arpeggio and then a chord after that, with the notes of the arpeggio tied to the corresponding note of the chord - tying non-adjacent notes. museScore does support this - enter the apreggio, then the chord, then select the arpeggio and press the tie button.
