Semi-aleatoric notation
Is there a way to accomplish semi-aleatoric notation using musescore such as Chain 3 by Lutoslawski?

I think everything in that picture would be possible, for instance, using staff type changes to switch between 1 & 5 lines, the Inspector and/or noteheads palette to customize those, etc. Is there a specific aspect of this you are especially struggling with?

All I'm trying to do is have repeated blocks (independent) with arrows to cue each block.

Sorry, I'm not sure where in that picture are these "blocks" and "arrows" you are referring to. Maybe post another image focusing on just those two specific symbols?
If they are at all common in notated music, they should be part of the SMuFL standard supported by MuseScore and thus will be present in the Symbols palette (press "Z" to display). If they are not there, then the SMuFL standards folks don't know about them, and you'd have to petition them to get these symbols added. And meanwhile, add them as graphics.

Here is a comp of the problem. I want to use arrows for cues for each independent repeated block. see how musescore draws the repeat dots from the previous block

Turn them invisible?
You might have to turn the entire barline invisible and add a start repeat barline symbol on top of it. As always it is tons easier to help on an actual score compared to a picture of it..

As previously guessed, you can just select the end-repeats there and mark them invisible.

thanks for your help. there are two more problems. i noticed the clefs aren't showing up on every second block. i tried adding a clef but it seems to be hidden. also, is it possible to do arrow cues like the ones i portrayed in the comp? thanks.

For the arrows (of that size) I'd resort to importing an (SVG) image. As for adding the clefs, make sure they're added to the first note within the measure, and not the measure itself to make them show up inside the measure.
