I can't work out how to search the Plugins forum for information about plugin development. Anyone have a hint?

You can use Google (other search engines are available)
Set up a tab/button/shortcut for:
site:https://musescore.org/en/forum/443
Clicking on this alone will return an error but if you follow it with a space and then your search word (or "phrase in quotations") then Google will search in the Plugins section.

Just a note that this will only return the search term if it's in the title of posts — there doesn't seem to be any way to search the contents of posts as well.

Not true. For instance, in the "BigTime" discussion that's currently going, the word 'fluent' appears at the bottom.
But a Google search for "fluent site:https://musescore.org/en/forum/443" returns no hits.

Trust me, if google wasn't looking into pages it wouldn't number 1 of search engine

It finds nothing when I try, with or without quotes
