Not sure I understand.
Judging from those notes, the score appears to be 4/4, but there's no time signature.
If you want a time signature (courtesy, or perhaps otherwise), then you drag it from the palette ('Time Signatures') to the bar.

I did wonder about that too.
In Musescore do you see the 4 colored boxes with the numbers 1 2 3 4 in them? Select one of them and that will put you into another layer. Each layer is like an empty measure in a measure. As you can see you can have up to four layers in a single measure.

The correct term is voices instead of layers.

FWIW, Finale offers two complementary facilities, one called Voices, the other Layers. I generally used the Layers facility even though I understood what I to be doing as involving Voices by traditional nomenclature. Anyhow, just an observation - as we get into expanding the documentation, an entry for Layers that just says, "See Voices" would probably be of benefit for Finale users.
