Musescore - Minim rest in 3/4 Time Signature
While entering notes, I noticed that, in a 3/4 Time Signature, the minim rest is getting allowed.
As per rules of theory, this is not accepted.
How is this happening in Muse score?

In this case, you have to pay attention.
First, it is not true that "rules of theory" disallow minim (half) rests in 3/4 time. For one thing, this sort of thing isn't part of "theory", but more "engraving traditions". For another, the are different traditions and different situations; in some cases some editors would be perfectly OK with minim/half rests. Finally, just because some rule or other says it probably isn't a good idea to do something doesn't mean MuseScore is going to prevent you from doing it if you want. If you want crotchet/quarter rests, then enter them as such, but if you prefer minim/half rests, that's your business, and MuseScore won't stop you. Just like it won't stop you from spelling a D major chord D-Gb-A if you really want.

Quite so. Minim rests are perfectly permissible in 3/4 time if they fall on a strong beat, i.e. the first.

This is splitting hairs to defend the indefensible. Avoidance of the minim rest on beat 2 in 3/4 is one of the first things conservatory students learn when beginning the study of the rudiments of music (i.e. what most people call "theory"). You lose marks for getting it wrong on exams, and I cannot find exceptions to the rule anywhere in my library of scores.

But MuseScore is an engraving program. It's based on traditions. All the more reason to implement one that has been being observed—majoritatively—for centuries.

In other words, editors (but certainly not composition professors!) who accept the minim rest are the exception.
If you want crotchet/quarter rests, then enter them as such, but if you prefer minim/half rests, that's your business, and MuseScore won't stop you.
This is backwards. It should say: "MuseScore adds crochet rests (the standard), but if you prefer minim rests (the exception), MuseScore won't stop you." Your formulation indicates that MuseScore treats the exception as the default. In my opinion, that makes triple meter rest handling in MuseScore simply wrong. Not a bug, an error.

Well, true, I'd agree it would be nice if MuseScore fill measures with crotchet rests by default. But my point is, you normally enter notes and rests manually anyhow.

I would prefer a rest scheme similar to the beaming scheme be made for time signatures so the user can fix their own default rest scheme.

Hmm, actually I wonder of there isn't a way to leverage the existing beam groupings. Some way of driving reasonable defaults for rests based on the those for beam. Might not be as flexible as creating more controls, but it could be better than the current defaults.
