"Regroup Rhythm" ignores 16th note figure

Hello,
When "Regroup Rhythm" is applied to the following implied 16th-note measure in Musecore 2.3.2,

only the first half of the measure is properly regrouped to show each 1/4 note beat division. The function ignores the second 2-beat figure when it contains a rest.

When applying the function to the original measure, the entire measure should be converted to the following to delineate each beat:

This issue remains even when the rest is replaced by a note, so the rest is not the issue. It's the rhythm, with or without rests, that is ignored by the Regroup Rhythm function.

Seems to be that while the algorithm will split a quarter note that sits across a half-measure boundary, it won't split a sixteenth that sits across a beat boundary.

It seems to be that the algorithm won't split the figure if the 1/4 note begins on a 16th note level, unless it crosses into the 3rd beat, sustains over the 1/2 note level, of a 4/4 measure. However, it will if the note that crosses the beat is a doted 1/8 note, not a 1/4 note.
