Keyboard shortcuts - unable to change..

I want to change the shortcut for notevalues to be like I am used to in Sibelius: 32th note on 1, 16th note 2, 8th 3, quarter 4, half note 5, whole note 6 - everything shifted one place.
But I am not allowed to change the shortcut - Musescore replies that "1 is already in use for "add note on 1st fret (TAB only)". How do I solve this - I don't see any conflict, since it is "TAB only".
