MS hides small program toolbar.
I use a freeware program called Snap 7 to photograph jpegs for sharing with MS, as witness this thread: https://musescore.org/en/node/276057
In all other programs, when I make the screen full size, I can still select that programs' toolbar to take a pic.
Only MS covers that toolbar so that I have to reduce the scree size of MS to invoke that toolbar.
I can't take pics to demonstrate. The toolbar itself disappears when I try to take a pic of it. This has always been the case through versions.

I suspect it is the fault of your Snap 7 program. In windows 10, under the Window>Accessories in the start menu there is a program called Snipping tool that works great for this purpose. MuseScore does not cover up the toolbar.

The problem is that you can't use it for menus and the like, only sheet music.

The Windows snipping tool allows you to get pictures of menus and palettes, but not the MuseScore image capture tool.

Or go old school and use the PrtScn button and then crop it in mspaint :-p
[EDIT:] Joking aside, this could very well be a conflict of you tool with the Qt version used in 2.x. With a bit of luck you won't have the issue on a nightly, which uses a newer version of the Qt-framework.
