There are two identical one-second pauses in this test case. The second is observed; the first is not.

Depends what you mean by "like". That report describes several scenarios. Do you have a build with those fixes that you can run my test-case against? Note that my pause at the end of the piece is ALSO "at the end of a measure", but works.. I'm hopeful.
