I don't know what the proper result expected should be, but I don't think it's what you are getting.

Here's what's going on. You have measures that are longer than will fit on a system. If you switch to page view, you will see this. The notes will run of the right side of the page and spill onto the next page. Where there is no system, there are no staff lines, but the notes are still there in both views. There are two possible ways to fix this.

One way is to Use Tools->Measures->Split measure so the measure will be continued on the next system. I've seen this done, and normally the barline will be made invisible to show the conductor that the measure is continued on the next system. I don't think I would allow this in a part however.

The other way is to use Format->Page settings... and lower the scaling so more music will fit on a system. I see this as preferable. There is a preview on this dialog box, so you will get an idea of when you have the right setting.

Title Staff not appearing in certain areas of the display. This score has unusal time signatures so that may be why it's not rendering properly. Single page view truncates staff lines, when measures are too long to fit on a singe page.

I updated the title and changed it to a minor issue with a workaround. Something should be done about this, I don't know what though.
