I'm not sure what causes that. Are you using the version of the plugin for your version of MuseScore?

Yes for version 3, when I press the V2 it ok for download

I'm sorry, there's a little misunderstanding here. It sounds like you said you are using version 2 of one thing and version 3 of the other. If that's the case it won't work.

I'm using V3 Musescore and have tried to download the plugin for that version and all that shows is a screen of code.
https://musescore.org/project/check-parallel-fifths-and-octaves and https://musescore.org/project/check-harmony-rules are available for MuseScore 3. But I think you are not installing them properly, see https://musescore.org/en/handbook/3/plugins#installation

What do you mean "keep getting a screen of code"? My best guess is, you have told your browser to "open" the file you downloaded rather than to "save" it. You need to save it, to your Plugins folder specifically, then go to Plugins / Plugin Manager in MuseScore to enable it.

I keep stating I haven't downloaded anything, because I can't. I go to plug in section and press on the blue text
for that plugin for V3 and instead of getting a save file screen I get a screen of code.
I have downloaded the Comments plugin with no problems.
Let me repeat, I have tried to downloaded from this site, so have not attempted to install anything because I don't have anything to install.
