I believe you - there are definitely some known issues with scaling of elements - but I can't figure out exactly what you are doing - what are you making small? The staff itself, using staff properties? When I do that, the chord symbol doesn't get small to begin with, even in 3.1 beta where I had fixed a bunch of similar issues. Can you attach your score and describe the steps to reproduce the problem?

Yes, The staff itself, using staff properties. I do this IN THE PART.
Rt. Click on the staff, select staff/part properties, select make small.
Ctrl.z to undo.

Then I'm still confused. Which of the two three staves in the part are you making small? Again, for me, the chord symbols stay full size no matter whether I click "small" on the piano top staff, piano bottom staff, or "2x" staff. And they remain full size on undo. So for me, the bug isn't on undo but on do :-)

It was the 2x staff.
Before I posted the bug, I replaced the small changes and they became regular size. The file I attached wasn't the original.
When I went to it now and did the sequence, this time the changes remained regular size, as you state!??
This is not the first time this has happened. I'll try to catch it better if it happens again.

I got it - the chord doesn't get small right away but does later if you later edit it, or otherwise do something that causes it to be re-rendered. And same with undo. I've filed an issue - #287807: Chord symbols do not scale with staff size. Thanks for reporting!
