Please Help
I understand that several other people have had this problem, but I am not able to make measures repeat in my score, even though I use the barline repeats. I read that one fix is to open up the measure properties palette and adjust the play count/repeat count. However, although the palette opens for me and I followed the instructions in this article https://musescore.org/en/handbook/measure-operations#properties, the setting for repeat count was missing entirely from the palette. I do have the latest version, and I can't figure out how to fix it.

The measure properties are not there, because you have not split the measure to insert a repeat in the middle of the measure. Delete the repeat. Select the first note that will be after the repeat sign, use tools->Measure->Split measure... Then drag the repeat sign to the first half of the measure.
Note: the repeat in measure 22 still won't work because there is no start repeat after the repeat in measure 9, you can't use a repeat barline to repeat past another repeat.

Thank you! I was having trouble putting in the start repeats right after the end repeats, but I will try this. I appreciate your help so much.

Splitting the measures should fix your problem.

FYI, the link you provided was from the version 2 handbook as can be seen in the message in the yellow box.
The version 3 page on adding barlines can be found at https://musescore.org/en/handbook/3/barlines which pertains more to what you are doing.
