The reason people are talking about pull requests is that when you created the issue, you set the "status" to "PR created", which wasn't accurate. I'm guessing that was inadvertant. Normally when submitting an issue you should leave the Status alone.
Does the problem persist for you if you do Help / Revert to Factory Settings? Or just resize the window manually then restart MuseScore?
