Impossible to apply properties to all parts in 3.4.1
Steps to reproduce:
1) Create a score with two or more instruments.
2) Generate parts.
3) In any part tab modify some property (i.e. Header).
The "Apply to all parts" button is grayed, so it is impossible to proceed.
OS: Ubuntu 19.10, Arch.: x86_64, MuseScore version (64-bit): 3.4.1., revision: 20414b2

I can't reproduce, same MuseScore version, Windows 7, that button is active here
Edit: I can, if using the dialog on the score first, so the OPs description is missing a step
Hmm. I can reproduce. I went to piccolo part, changed minimum number of measure for mmrest from 2 to 3, Apply to all Parts remained disabled.
If I had to guess, maybe this somehow got broken with the change to remember the previous page of the dialog?

Hmm, the button remains enabled even when going to the score page, where it doesn't make any sense at all.
So it's status seems to depend on whether you used that dialog on the score or the part first, and then stick to that setting
@mtuliosax please enter this into the issue tracker, this seems to be a pretty serious 3.4 regression

I cannot reproduce this on Windows 10, the button is fully functional. I do, however, see the button enabled even when editing style of master score.
