Permissions and access need to be individually set folder by folder
Is there any way to give myself automatic permission for all files?
I am unable to download the software due to the files not having access. I had previously downloaded musescore and it worked fine until I downloaded the musescore drumline MDL extension, which didn't seem to work. I tried restarting my computer and then uninstalled/redownloaded musescore to try to fix it. The issues with permissions happened as a result.

When I go to the specific folder the error messages says, I can't open it because it says I don't have permission

Which is true. But installation should be allowed anyway
How about disk space? (MDL is quite large, might have eaten too much of it, maybe remove the MDL stuff?)
Uninstall, remove the entire C:\Program Files\MuseScore 3 folder, install again

It won't even let me uninstall the program because of an error message saying I don't have permission. I have enough disk space for everything

If there is a real mess in permission on the folders, you may need to take ownership before being able to do any other action.
right click on the folder: properties => security => advanced then click on take ownership.
(but that shouldn't be necessary just to install/uninstall MuseScore)

In Windows explorer, right click on the exe should show a context menu, with open, properties, ... and one of the option should be 'Run as administrator (with a small shield icon).
Is your menu showing that?

Not sure to understand your various answers:

seems contradictory with
