If you mean you are part way through *writing* a piece and now you've changed your mind about the number of staves/instruments you want for the whole piece, go to Edit / Instruments and you can add or remove them. If you mean you want the piece itself to change number of staves or instruments part way through, add all the staves you will need, then when you are all done, go to Style / General and check the "Hide empty staves" option to hide the ones not used in any given system.
