[Trunk] Opening Page Settings after decreasing page size on score with empty first system hidden causes crash

1. Open score featuring an instrument with nothing on the first system.
2. In Page Settings, disable 'Don't hide empty staves in first system' and enable 'Hide empty staves'.
3. Decrease page size.
4. OK.
5. Go to Page Settings.

Result: Crash.
