1. Create score.
2. Enable 'Note Entry'.
3. Select Voice 2.
4. Enter Crotchet.
5. Disable 'Note Entry'.
6. Click on the crotchet.
7. Change it to semibreve.

Result: The next bar has a Voice 2 semibreve rest.

Using MuseScore 2.0 Nightly Build (4846) - Mac 10.6.8.

I think what I meant to say was, the rests in the next bar move.
