I'm also not sure of what you are asking. Sounds like you are in note entry mode (the N is active in the icon bar) instead of edit mode. Press N to exit note entry so you can select note heads and move them up/down.

If I understand your question correctly... MuseScore doesn't work that way. It always replaces instead of inserting. And it always adjusts so that each measure has the correct number of beats.

So, if you want to "insert" a note and have all the other notes move, you could do this: First, copy the notes you want to move. Second, paste them where you want them to move to. Third, put in the new note in front (which will replace the note that was there).
