[trunk] R5368 Thumbnail display (nav, page settings preview) issues

The thumbnails in both the navigator and page settings/preview are too short when a scrollbar appears. The amount of space between the bottom of the thumbnails and the scrollbar is the same regardless of the size of the nav window or thumbnail. Clp105 also shows how much extra space is being generated following the thumbnails in the nav window.
