Tuplet creation from empty measures (whole rests)

When creating a new score, tuplets cannot be made from whole rests in measures.

1) Open MuseScore and create a new score. Call it "test," add a Bb Clarinet part in the key of C Major in 4/4 time.
2) Click on any one of the rests so that the rectangular rest will turn blue.
3) Click Ctrl+(number) or go to Notes-->Tuplets and select a tuplet.

Result: an error message pops up:
MuseScore: warning
Cannot create tuplet: not value too short
