Adding staff and removing it adds staff

1. 'New...'.
2. At the instrument step, add guitar.
3. Click on staff.
4. 'Add Staff' or 'Add Linked Staff'.
5. 'Remove'.
6. 'Finish'.

Expected result: One staff.
Actual result: Two staffs.
