You use double-click on a note or rest to get into edit mode. You can move notes horizontally (if a half note and quarter note are the same note and occupy the same place). You can also move rests vertically if you have two voices.
Sometimes with two voices, it is hard to double-click the rest because it is "underneath" the chord of the other voice. In this case, I simply transposed the chord up an octave, revealing the rest. I double-clicked it and moved it down, in line with the other notes of voice 2, then re-transposed voice 1 to its original range.
To me easier access to actually changing the time signature or key signature is what makes more sense. Probably most people don't know about Shift+T and Shift+K. Double click already means edit mode and I don't feel this should be changed, unless it's part of a complete redesign of the UI in general.
Those are master palettes, they provide a way to add elements rather than changing them. The Properties dialogues are for changing elements, so I don't see why showing them via right-click (when it is not ambiguous) is not something worth considering.

I like it! For example double-clicking a time signature to show the Time Signature Properties dialogue.
