Can the Volta brackets be used without the number? I have tried deleting them but they keep coming back after saving the document.

Use as space rather than delete it.
Hmm, that does seem to be a bug. Could you file an official bug report on that to the issue tracker (eg, by using Help / Report a Bug, from within MuseScore)? Please include steps to reproduce the problem.
