[MIDI import] Quantization menu does not work when it is already selected

Steps to reproduce bug
1. File > Open and choose a MIDI file (such as Harlem Nocturne.mid )
2. Click on the Quantization menu and select a value
3. Click on the Quantization menu to select a different value

Expected behavior: The Quantization menu should appear like it did the first time

Actual behavior: The Quantization menu does not appear.

Workaround: Click on another section (such as the actual word "Quantization"), then click on the Quantization value again and the menu appears.

Also the menu UI doesn't look like a normal menu, so it is not immediately obvious to the user that they can select different values here.
