Note entry of dotted quarter notes skips beats (0.9.6 regression)

1. Create new score in 4/4 time
2. Enter dotted quarter note on beat 1, measure 1
3. Enter dotted quarter note to replace the eighth-note rest on beat 2.5, measure 1

Expected behavior: Measure 1 should have two dotted quarter notes right next to each other

Actual behavior: The second dotted quarter turns into a quarter tied to an eighth in measure 2. The tie between the quarter note and the eighth note crosses a quarter-note rest. Measure one is missing half a beat.

(Tested using self-built 2030, Windows XP. Bug not present in 0.9.5)
