Comments obscured by top bar when accessed via permalink
Accessing a comment via its permalink causes the page to scroll so that the comment is at the very top of the screen, but this means that the comment is obscured by the website's top navigation bar (see attached image). Affects blog posts, forum posts and issues.

The problem only happens if you access the permalink from a different page; it does not happen if you access the permalink from the page the comment is on. Perhaps this is because the top bar has already loaded?
Tested and confirmed in Chome and Safari on macOS Sierra.

Same on Windows10 and Edge as well as Windows 7 and Internet Explorer 11, and Chrome on Android. Discussed that with Thomas yesterday on IRC
The permalinks should be working well again with the top toolbar. Please reopen if this would not be the case and state for which browser/platform it's not working.
