Wrong pitches on 1.3 score saved with concert pitch off

The importation generates mad transpositions and
for all wind instruments and Alto Flute can't be found
in the instruments list.
(the same importation was ok a few days ago)

Some notes (but strange enough not all) for some instruments are one or the octaves too high.

Same bug using mxl exportation/importation.
Yes, it also happens in scores created from scratch. Transposition is going through big changes right now - see #18099: transposition info incorrect when switching between score and part. Looks like right now it's pretty completely broken.

The transposition is still erratic bus the importation is in progress.
I've updated the title to reflect the specific issue. It affects scores imported from 1.3, but only if they were saved with concert pitch *off*. Transposing instruments will have their pitches transposed twice.
