Fullscreen mode breaks main menu navigation in Windows 10
Switching back and forth into fullscreen mode messes up the main menu (at least on Windows 10). The dropdowns appear too far below (at the non-fullscreen position) and hovering over menu items on the top level won't switch to the appropriate submenu.
Steps to reproduce:
(Starting with a maximized window)
1. Ctrl+U (switch to fullscreen)
2. Ctrl+U (switch to normalized window)
3. Ctr+U (switch to fullscreen again)
Now the behavior as shown in the attachment appears.
Apparently this appears on Windows 10 only.

Apparently not in Windows 7

Or Windows 10
Well, the OP claims it to happen on Windows 10, @mike320, it doesn't for you?
So we need more information on how to reproduce
Steps to reproduce:
(Starting with a maximized window)
1. Ctrl+U (switch to fullscreen)
2. Ctrl+U (switch to normalized window)
3. Ctr+U (switch to fullscreen again)
Now the behavior as shown in the attachment appears.
Still no issue on Windows 7

Starting with a maximized window is the key. I now see the same thing in Windows 10. I almost never have my window maximized so I was doing the ctrl-U from my normal view (the top half of the screen showing MuseScore).
Still not in Windows 7 though.

That's why I changed the title. It would be nice to get positive or negative results from other OS's. Mac users? various Linus users?
