System-wide chords

Hi all. It would be handy to have the option to create system-wide chords (not tied to a staff, but to the whole system), so that they appear automatically in every part. I find this would be useful for Jazz charts, so that all players can have the chords for improvisation. Alternatively, a tool to copy the chords from one staff to another. Would a plugin be able to do it?

Note published jazz charts invariably show chord symbols on all relevant staves. The idea of just showing them on one staff is not great, because the director doesn't know who has them and who doesn't (and surely they won't be relevant to drums and perhaps some others). So you really are better off with copy/paste, which is already possible without the need for a plugin.
