Barlines
Could someone please clarify what the difference is between setting up two bars or setting up one and then inserting a barline before a note? Am I right in thinking that if I insert a barline it does not create a new bar, merely the appearance of one?

Correct. If you want to these to really be two separate bars, use Edit / Measure / Split. (or adjust the actual measure durations manually in Measure Properties).
