Add an option to select the language of notes names

For now, when choosing the language of the UI we choose also le language of notes names.
It's nice for France where we use Do, Ré, Mi... notes names and not the English ones A, B, C...

But this cause conflict for some people which want to use the english notation with a french user interface.

As a result, notes names are not fully translated in French, and status bar display notes in english

So, it could be useful to have the choice in Preferences Panel to have the language of the UI and the choice of the language of notes names.
