Saving the format of a score
If I want to save the format (flute, oboe, violin, etc SATB,) of a score without having to make a copy of the entire score, then delete the notation? Is there a way to do that without having to create a new score and designating the instruments all over again?

If I understand you correctly, just save the score to your Templates folder (as opposed to Scores). Now, next time you start MuseScore, you'll see it available to use as a starting point for other scores. They will start out with the same arrangement of instruments as well as page & style settings as the original, but otherwise empty.
Save it as a template. All notation will be ignored when you create a new score from it. See https://musescore.org/en/handbook/create-new-score#templates
