Why no playback with fermatas with the barlines?

They are mostly used as ornaments to let the musicians know that there will be a break between the current section/movement and the next. You can use a section break in conjunction with a fermata on a bar line to and adjust the pause as you like on the section break by right clicking it and setting it's properties.

Select the fermata and then in inspector set it time stretch value? May not work for fermata on barline, as that barline doesn't have a duration to stretch. You could use a breath or caesura (and make it invisible)

A workaround (there's always a workaround) is to add an invisible fermuta to the note (or rest) immediately before the barline, and apply the timestretch there. If you don't want the note being drawn out for the entirety of the pause, you can make a measure "longer" than indicated by going to measure properties -> measure duration, and adjusting the actual to include an additional rest. Make the rests invisible, fiddle with the leading/trailing space settings for the rests/other parts of that measure to make it look like they aren't there, place an invisible fermuta on the rest as well, and adjust to your ideal ratio of the note being drawn out and the note ceasing.

If there's already an ornament on the note, you can simply adjust the time stretch of the ornament.

Technically: If an element does not have a duration, any sign that you put on it will not affect it.
Only the Pausing (Caesura) and Breath marks can be used alone.
PS: Breath mark normally doesn't require a pause. If you want: you need to set the pause time through the inspector.
Side Note: If a piece requires a long pause for all instruments, an empty measure is used. and "TACET" are written above of the measure(s).

There are people who believe version 3 was released to soon. There are still a few days before Orthodox Christmas. There will no doubt be a push to get it working well enough for most basic scores after the Russians return from their holidays. I suspect this is why we haven't seen Anatoly-os or dmitiro95 for several days now.
