Default measures

This particular question I just asked a week ago and can't remember the answer. I do have to say that this should be an option when you create a new score in that initial set up. It is not at all "intuitive" to figure it out. Anyway, once again, I want my new score with 4 measures per line on the page, with the exception of pieces with a pick-up measure in which I want the first line to have the pick up plus 4 measures. How do I do that?
