Crash on MuseScore startup on some locales on Windows if Advanced palette is chosen

First I should note that I caught this crash on my Russian-localized Windows 8.1 system, this may play some role in it.
Steps to reproduce the crash:
1. Launch MuseScore resetting to factory settings (-F option).
2. In the startup dialog choose Russian or Greek locale (I tested for them, perhaps some other will suit too).
Keep other choices in their default values.
3. Close Start Center, Tours and whichever else MuseScore has to offer.
4. Switch to an Advanced palette, or to what should be it, the title looks in fact like this:

5. Close MuseScore.
6. Launch MuseScore again.
Result: crash.

Tested on nightly MuseScore build:
OS: Windows 8.1 (6.3), Arch.: x86_64, MuseScore version (64-bit): 3.0.0, revision: 236c707
