Formatting Measures
If I have 3 measures on the first page and 2 measures on the second page, how can I format it so that I have 5 measures are on the first page?

(but it's always preferable to wait the input of the entire score before to decide the layout - the result will be better and without waste your time with intermediate formatting of measures)
Generally, you should not be trying to fine tune number of measure per page on a score - they are going to be many pages long as it is, best to just fit as much as possible. So I'd recommend simply removing all your line breaks and letting it go at that. But you can certainly fit more per page by reducing staff size, or turning the page horizontal - see Layout / Page Settings.
