in 3.0's (Alpha 2 or a later development build) staff properties dialog
To be clear: this is a new feature in that will be released with MuseScore 3 when it comes out; it is not part of any officially released version of MuseScore. You can install the "alpha" or any other recent development build to check the feature out test, give feedback, etc. It's been stated that the file format will not change in an incompatible way, so if you do any real work with these builds, it will continue to work when the actual 3.0 does get released. But do realize this is still in development, so buggier than an actual released version.
