Multi-Measure Rest excludes a bar

Why is measure 38 not included in the 31 measure rest that immediately follows it?

It is excluded because you are looking at a complete score rather than the parts (see https://musescore.org/en/handbook/parts). When you look at the entire score, some actions on other instruments, including invisible instruments, effect multi-measure rests.

There's one problem with what I'm saying, I cant find anything causing the rest break in any of the instruments that would cause this. The multi measure rests are correct in the parts.

Thank you for taking the time to look at my file, Mike. The link you provide is very interesting and I have quite some homework to do!! Managing the different parts for printing is a workflow, the complexity of which I hadn't considered, before I'd started on this, my initial project. Your link is going to open doors for me. Thanks again!

It looks like you are attempting to hide instruments in an effort to get individual instrument parts. Don't do that. Instead use File / Pats, which does this automatically and far more easily.

There is indeed something wrong with that score, Seen if selecing a measure ()any of those last 32), the blue box isn't really a box, but its horizontal lines slightly exceed the right vertical line. Just delete those last 32 measures (select, Ctrl+Del) and re-add them and all is fine
