System text becomes small if first staff is small

All system text, such as Tempo and Rehearsal marks should be normal size throughout the score. Currently if you make the top staff small (like for an ossia), all text above it is also made small. I'm not sure if staff text should be small or normal size, I wouldn't have a problem either way. I wonder if Gould mentions this?

I indicated a workaround. This workaround is to put an instrument above the top staff and make it invisible in the Instruments dialog box, this isn't ideal but in my opinion keeps this from being a critical issue.
