Fix Score Number of Measures per LIne
How would I fix issues such as this? format> page settings, and number of measure per line do nothing to help me fix this issue.
I don't want the awkward one measure per line

Select all of the measures you want on the same line and press { several times. If this doesn't work you will need to adjust the scaling.
You have a system break on that line, just delete it.
