When I drag a 4 sharp key signature into a Bb clarinet score, I get 6 sharps (concert pitch) instead of 4. (The score is NOT displayed in concert pitch.

If it's a Bb instrument, subtract two sharps from the key signature. Similar adjustment would work for other keys.

To be clear, transposing instrument show the correct key signature for the concert pitch key change you are inserting. Those who play these instruments are used to playing a C scale on their clarinets when the orchestra is playing a concert B-flat scale. MuseScore doing this makes sense, because there may be several different transpositions in a symphony at once - violins, flute & oboes in the key of C, Clarinets may be in the Key of A, English & French horns in the Key of F, Trumpets in the Key of B-flat and so forth. When you grab a key of E-major and drag it to the score, whose key signature are your grabbing? MuseScore has made that decision, you are grabbing the key signature for the C instruments - concert pitch.
